DISPLACED PEOPLE OF CENTRAL AMERICA

Thank you for your letter of 25 June 1986 to Baroness

Young. It has been passed to me, as Minister responsible

for UN matters, to reply.

I understand that the suggestion, relayed in your

letter, that a request be made "to the General Assembly

inviting the UNHCR or an appropriate UN agency to

co-ordinate the provision of care and assistance to the

displaced", was one of the recommendations of the British

Refugee Council booklet "Uprooted: the displaced people

of Central America". In this booklet they define

displaced persons as those "forced ...to leave their

homes and home areas, but remain within the national

borders of their country". As the booklet says, they may

be the victims of natural disasters, or of armed

conflicts or civil strife. All types of displaced persons

may need material assistance and those displaced by armed
