Our present programme for the settlement of Vietnamese

Unless refugees will be completed in the next few months. it is extended or renewed other resettlement countries will

have little incentive to sustain their Own effort. Refugee numbers in Hong Kong could cease falling, or could even rise again. What action should we take?

Recommendations

I recommend that:

(i)

we

should

seek to

to

persuade the Home Office agree to a further intake of refugees from Hong

Kong;

(ii) as a first step I should write accordingly to the

Home Office on the lines of the attached draft;

(iii) while

to involuntary repatriation

Vietnam

not a feasible option now or in the medium term we should begin consultation with resettlement countries, first asylum countries and the UNHCR on the long-term problem of "economic migrants" in SE Asia.
