1. I was interested to see in Canberra telno 531, reporting the demarche made to Gorman, reference to the feasibility of

'constructive dialogue with Cambodia'. I wonder if this is in

fact no more than a garble and that Gorman was referring only

to the possibility of talking to the Vietnamese on refugee

issues. If Gorman did indeed mean Cambodia, I should be

interested in more details of Australian thinking on possible

future contacts, presumably with the PRK in Phnom Penh, on

refugee issues. Is Gorman even suggesting that other members

of the 'Honolulu' Lare able to conceive of direct contact with

the PRK? Seen from here, even preliminary discussions of this

extra dimension would bring an exponential increase in the

difficulties associated with a multilateral approach on the

problems posed by Indochinese refugee issues.
