recognised refugees at source. The 1979 conference

sought to ensure that the Vietnamese government took

measures to restrict the outflow. The Hong Kong Govern-

ment introduced the system of closed centres in 1982 in

order to deter refugees as humanely as possible from

making for Hong Kong. The Thai Government in August 1986

threatened to reclassify a number of "refugees" and move

them to the "displaced persons" camps, presumably in part

to deter further inflows as well as to step up pressure

for the resettlement rate to be increased.

A number of countries including the US and Australia

have become increasingly concerned to restrict the

availability of resettlement to genuine refugees (as

opposed to economic migrants). In June Australia refused

to accept 67 of 144 persons rescued by a Greek ship as

genuine refugees. Under an agreement (dated

between the UNHCR and the Thai Government, screening of

Lao refugees has been introduced to determine their true

status. The Lao government has however refused to accept

back those who have been rejected under the screening

process. The situation in Hong Kong appears likely to
