INDOCHINESE REFUGEES: INVOLUNTARY REPATRIATION
We spoke. I attach a first draft. As you had not seen the original minuting, I am annexing
1.
a) the first minute to me from Mr Nash
and b) the more detailed commissioning minute to me from Mr
Walker, which was based on discussion of the proposed paper in RD. Mr Walker's minute was then cleared in draft with Mr Nash and Mr Adams.
2.
The draft below follows the general lines of the commissioning minutes, although for reasons of brevity I have tried to restrict discussion of various points to a single mention. I have also used annexes to treat certain topics which seemed likely to burden the paper. These remain as suggested one or two factual gaps, on which I would welcome assistance.
3. I would be grateful for comments, amendments and assistance with lacunae, both from you and the other copy addressees, if possible by c.o.p. 7 October.
