As far as Mr Issaka's request for a further UK offer to take more Vietnamese refugees from Hong Kong is concerned, our statement at the October 1985 EXCOM mentioned the possibility of the UK considering accepting further limited numbers from Hong Kong in addition to the 550 mentioned at the time. This point is also raised in paragraph 6 of your telno 54 of 13 February and UNHCR will no doubt continue to press for a positive response. We hope that this request can be considered favourably in London.

10. The general questions of the South-East Asian refugee problem and the Orderly Departure Programme are likely to be raised at the informal EXCOM meeting on 13 June. We propose to draw on the contents of FCO telno 75 to Hanoi, but would also appreciate comments on the teleletter from Mr Jeafferson in Hong Kong of 6 May concerning the Vietnamese Government treatment of returning refugees and any other updated information that you or other recipients of this letter can let us have by close of play on 11 June.
