Upon instructions of my Government, I have the honour to transmit the attached Note, concerning the deliberate and inhumane acts perpetrated by the Vietnamese forces occupying Kampuchea when they fired, on 29 May 1986, 15 rounds of artillery shells onto the middle of UNBRO supervised "Site 8" camp in Thai territory, which houses some 30,000 innocent Kampuchean displaced persons. Such actions have resulted in the losses and injuries of many Kampuchean civilians and also posed threat to the lives and livehood of innocent
Thai citizens as well as other international relief
workers in the area. The Vietnamese act of aggression
is a blatant violation of the international law, the
principles of the United Nations Charter and of fundamental human rights.
I have further the honour to request that, through your good offices, the attached Note be circulated among
the members of the Commission on Human Rights.
