3. "In parallel, I agree that we must resume our efforts

to get the Home Office to have a continuing programme of

resettlement. Only then can we persuade others to do the

same. This too will not be easy. The Prime Minister's views

of last September show that there are political constraints.

But here, too, I am sure that the effort must be made.
