Sir Philip seemed little interested in the Vietnamese refugee problem in Thailand (although generally interested in Indochinese immigrants) in the context of his Philippines proposals. He asked us for a view on how the Thais might see such an idea, to which we replied along the lines that they were interested in any resettlement idea which would reduce the size of their overall refugee and displaced persons population.
