COMING TO THE VIEW THAT THOSE ARRIVING IN HONG KONG ARE NOT GENUINE REFUGEES:

ARRIVALS ARE UP THIS YEAR AND COULD CONTINUE TO RISE IF CONDITIONS IN VIETNAM DETERIORATE FURTHER AND NOT FURTHER DETERRENT IS INTRODUCED TO REDUCE THE RELATIVE ATTRACTION OF HONG KONG:
(C) OTHER RESETTLEMENT COUNTRIES LOOK TO HMG TO SHOW THE WAY BY RENEWING ITS OFFTAKE FROM HONG KONG: WITHOUT SUCH A LEAD THE NUMBER OF RESETTLEMENT PLACES WILL DECREASE AND OUR REFUGEE POPULATION WILL GROW, WITH AN INCREASING PROPORTION OF HARD- TO-RESETTLE REFUGEES IN CLOSED CENTRES:
(C) CRITICISM OF THE CONDITIONS IN THE PRESENT CLOSED CENTRES WILL CONTINUE AND
(E) THE COST TO HONG KONG OF CARE AND MAINTENANCE OF THE CLOSED CENTRES WILL CONTINUE TO INCREASE.
26. AS REGARDS •PARAGRAPHS 25(A), (B) AND (C), HMG'S ROLE IS CRITICAL. ON THE ONE HAND, ITS FAILURE TO CONTINUE ITS OFFTAKE FROM HONG KONG IS PREVENTING OTHERS FROM HELPING, OR HELPING MORE: ON THE OTHER HAND, ITS RELUCTANCE TO APPROACH THE VIETNAMESE ON REPATRIATION MEANS THAT HONG KONG WILL CONTINUE TO SUFFER FROM THE PROBLEM CAUSED BY ARRIVALS FROM VIETNAM. ALTHOUGH BOTH OPTIONS PRESENT DIFFICULTIES FOR HMG, ITS RESPONSIBILITY FOR HONG KONG MEANS THAT IT CANNOT CONTINUE TO AVOID A DECISION ON THIS CRUCIAL MATTER. EITHER MMG MUST TAKE MORE REFUGEES FROM HONG KONG ON A REGULAR BASIS OR IT MUST MAKE A MORE DETERMINED EFFORT TO HELP DEVELOP AN INTERNATIONAL SOLUTION TO THE PROBLEMS POSED BY DEPARTURES FROM VIETNAM.
27. THESE OPTIONS HAVE BEEN, AND ARE BEING, PUT FORCIBLY TO HMG TOGETHER WITH A REQUEST FOR A SPEEDY RESPONSE.
28. AS REGARDS PARAGRAPHS 25(D) AND (E), ANY CHANGE IN THE PRESENT REGIME IN THE CLOSED CENTRES IS CONSIDERED TO BE UNACCEPTABLE BECAUSE:
(A) IT WOULD SEND THE WRONG SIGNALS TO VIETNAM DURING A PERIOD WHEN ARRIVALS IN HONG KONG HAVE INCREASED SIGNIFICANTLY:
(B) IT WOULD GIVE A WRONG IMPRESSION TO OTHER PLACES OF FIRST ASYLUM IN THE REGION AND THE MAIN RESETTLEMENT COUNTRIES. THE FORMER WOULD VIEW SUCH A MOVE AS ENCOURAGING DEPARTURES FROM VIETNAM FROM WHICH THEY TOO MIGHT SUFFER: THE LATTER WOULD SEE IT AS THE PARTIAL WITHDRAWAL FROM OUR POLICY OF DETERRENCE FOR WHICH THEY MIGHT BE ASKED TO PAY BY PROVIDING MORE RESETTLEMENT PLACES: AND
