The present draft reply follows closely the relevant parts of the Secretary of State's Letter of 14 March to Lord Ennals

in reply to Lord Ennals' Letter of 7 February, which is referred to by Quaker Peace and Service. The only new point is the mention of the recent closure of the Cape Collinson Closed Centre. This has been made possible by the increased pace of

resettlements from the re fugee camps: there a re now 4,700 refugees in the closed camps,

camps, compared with 5,700 a year ago. In the open camps there are 4,200 refugees compared with 5,600

in March 1985.

Quaker Peace and Service are interested in Indo-Chinese

refugees more widely; I believe they have Phnom Penh supervising a food aid programme. They do not play

refugee camps in Hong Kong, or in re fugee
