Thank you for your letter of 9 January about the closed camps for Vietnamese refugees in Hong Kong, and your intention to visit Hong Kong in February with the Director of Refugee Action.

As I explained in my letter of 11 December, the closed camps are run by the Hong Kong Government who would be happy to arrange for you to visit them. I understand that you are already in touch with the Hong Kong Government Office in London, and that a programme is
