how it is to be measured. However there are also ongoing
policies which managers want to evaluate or to evaluate
more systematically than they may have done in the past.
Sometimes therefore it may be necessary to plan and mount
an evaluation in mid-stream.

Whichever approach is needed, policy managers should
see it as their responsibility that their plan is written
discussed with their own managers and subordinates
