POLICY EVALUATION
Draft of a Provisional Guide for Managers
V
Note by the Joint Management Unit
on
As part of the follow up work to the Government's decisions policy evaluation, the JMU
JMU is proposing a range of further case studies. We hope, by exploring particular
particular examples of good practice, to be able to draw out general conclusions and practical lessons and suggestions which may be useful to policy managers
in other areas.
As
a
contribution
towards this process, we have prepared the
attached draft of a Provisional Guide for Policy Managers. It
is mainly based on the 4 case studies already undertaken (PESC(D) (86)2 although of course it also draws on a wide range of general experience both in departments and elsewhere.
At this stage the document is necessarily highly provisional. The
it is drawn is very
terms narrow both in sample from which it
of
the numbers of policies undertaken by Government departments and of the range of differing problems which they face. It may not
therefore,
it as
stands, fit
of the particular problems departments and of some managers where other methods of evaluation may be needed. However we would hope that it might have a use
a
as
some
a starting guide to those who may be establishing evaluation arrangements for the first time or reviewing their
existing arrangements;
b
as
document which can be modified and built a knowledge and experience of evaluation in wider ranges of Government policy can be brought to bear.
