Ministers may wish to see the attached evaluation of our policy of giving aid to Indo-Chinese refugees in Thailand which we have sent to the Treasury/Cabinet Office Joint Management Unit as our contribution to a Whitehall-wide exercise on policy evaluation.
2. In a letter of 1 May Mr Robin Butler reminded Permanent Secretaries of the decision that all new policy proposals should state what was to be achieved, by when, at what cost and how it was to be measured a requirement of particular importance in papers

for Cabinet Committees. He also reported that the Joint Management Unit had been given the job of considering how policy evaluation was to be promoted. The Unit's first step was to ask Departments, including the FCO, to contribute case studies which, together with new guidance for managers, would form the basis of a report on progress on policy evaluation in Government. The report may be published in 1987 although no final decision on this point has yet been taken. A list of the case studies which have been promised to the JMU is attached. They include, besides the present FCO contribution, a number which could be said to be in areas of some domestic political sensitivity.
