POLICY EVALUATION: AID TO INDO-CHINESE REFUGEES IN THAILAND

1. Lady Young has read your minute of 10 December (below) and the SEAD paper with interest.

2. Lady Young recognises that such detailed exercises are not necessarily cost effective and take up valuable staff time. Nevertheless, she believes that this has been a useful exercise which demonstrates the value of setting out objectives and identifying efficiency indicators. She therefore hopes that the lessons learned by SEAD should be noted, in particular, for the implementation of the action plan of Mr Wheeler's output scrutiny.
