INTERNATIONAL CO-OPERATION TO AVERT NEW FLOWS OF REFUGEES
Report of the Special Political Committee

I. INTRODUCTION
The item entitled "International co-operation to avert new flows of refugees: report of the Secretary-General" was included in the provisional agenda of the forty-first session of the General Assembly in accordance with Assembly resolution 40/166 of 16 December 1985.
At its 3rd plenary meeting, on 20 September 1986, the General Assembly, on the recommendation of the General Committee, decided to include the item in its agenda and to allocate it to the Special Political Committee.

The Special Political Committee considered the item at its 5th, 6th and 7th meetings, on 10, 13 and 14 October 1986 (see A/SPC/41/SR.5, 6 and 7). The Committee had before it a note by the Secretary-General transmitting the report of the Group of Governmental Experts on International Co-operation to Avert New Flows of Refugees (A/41/324) submitted pursuant to resolution 40/166.

CONSIDERATION OF DRAFT RESOLUTION A/SPC/41/L.5
At the 5th meeting, on 10 October, the Chairman drew attention to a draft resolution (A/SPC/41/L.5) sponsored by Australia, Austria, Canada, Costa Rica, Czechoslovakia, Denmark, Djibouti, Germany, Federal Republic of, Honduras, Italy, Japan, Norway, Pakistan, Senegal, Somalia, the Sudan, Thailand, Togo, the United Kingdom of Great Britain and Northern Ireland and the United States of America.
