---Vietnam has unilaterally suspended processing for the U.S. program and severely restricted departures for other countries' program since January 1;
---This has resulted in decreased departures under the program established by the 1979 agreement between Vietnam and UNHCR to provide a safe, viable alternative to dangerous clandestine departures;
---The purpose of establishing this alternative is, by reducing clandestine departures, to relax the pressures on first asylum and neighboring countries;
---Vietnam's irresponsible action in suspending the processing will likely cause a serious increase in boat departures if the derailed program is not put back on track very soon;
---We believe the upcoming meeting provides a timely opportunity for countries represented at UNHCR meeting to express their concern over Vietnam's action and to unite in urging Vietnam to permit a resumption of the program.
