27. Afghan refugees in Iran: This year, for second time, gave £100,000 for UNHCR programme for Afghan refugees in Iran.

28. Refugees in Djibouti: Ethiopian Government's villagisation and

resettlement programmes are one of the main reasons (also drought,

war) for refugee flow to Djobouti.

29. Djiboutian Government has recommended voluntary repatriation

scheme. Will be monitored by UNHCR who will equip returnees with food supplies and reintegration packages. About 13,000 Ethiopians

involved, of whom only about 3,000 genuine refugees.

Ethiopian Govenrment has guaranteed returnees' non-inclusion in

villagisation programmes. Therefore most can no longer be

consdiered refugees. Hope genuine refugees retain their status: no

right of appeal.

450,000 fled the Ogaden after 77-78 war.

Rwanda. President Museveni's Government has sought to encourage

these people to return to Uganda to assist in rehabilitation. Museveni is especially concerned to re-populate Luwero triangle,

devastated by Uganda's civil strife.
