understanding of the need to help Poles or Ukrainians, for example, on simple humanitarian grounds. Increasingly, public opinion was coming to understand that modern day refugees were being pushed by established Governments which could act otherwise. The same public reaction in Europe could not be expected in these circumstances. Refugee policy needed to be seen to be soundly based and action therefore needed to be taken on outflows. He recognised that the UNHCR could not just shame expelling Governments into behaving differently, but unless steps were taken it would be difficult to ensure that measures were effective in the long term. In the meantime he would make it his business to ensure that M Hocke's approach to these problems informed the thinking which was now being undertaken by EC countries.
