Mr Renton was very grateful for the material you provided for last night's meeting with Mr Hocke at the House of Commons.

In his remarks Mr Renton drew attention to the problems, particularly in Hong Kong, of differentiating between refugees from persecution and economic migrants. Mr Hocke made it clear that he was seeking a very narrow definition for those refugees who would come under the UNHCR. For him "persecution" was an essential part of this definition. "Economic migrants" may need help but they would not get it from the UNHCR.
