VISIT OF UN HIGH COMMISSIONER FOR REFUGEES

This

1. M Hocke plans to visit the UK from 26-30 October. would be his first visit to the UK since his appointment as High Commissioner for Refugees. He will be meeting the Secretary of State, Mr Raison, the Home Secretary and Mr Waddington and will be offered a working lunch with Mr Eggar. In addition, he will hold discussions with officials in the Home Office.

2. Mr Volfing, the UK Representative for UNHCR, has asked whether M Hocke could hold more detailed discussions with FCO Heads of Departments following his meeting with the Secretary of State (which is scheduled for 10.00 on Wednesday 29 October). He would particularly like to discuss the problems of:

(a)

Hong Kong and Vietnamese refugees and the South-East Asian refugee problem in general;

(b)

Afghan refugees in Pakistan and Iran;

(c)

Refugees and displaced persons in the Horn of Africa; and

(d)

Southern Africa (if time allows).

Such a meeting should provide an excellent opportunity to feed our more detailed concerns into UNHCR at the highest level.

3.

In order not to waste participants' time, I propose to hold two meetings in Conference Room WH240. The first meeting, which would deal with refugees from and in Asia (ie (a) and (b) above), would be from 10.45 to 11.45. The second, refugees in and from Africa (ie (c) and (d)), would run from 11.45 to 12.30.
