Policy Constraints

In framing measures to respond to the problems created by the continued exodus of significant numbers of Indochinese, it is necessary to acknowledge a number of constraints. Not all theoretically possible options can be implemented. The major constraints on policy are as follows:

The rights of those genuine refugees who continue to leave the Indochinese countries must be protected.

The continued willingness of the countries of first rafuge to maintain humane standards of first refuge should not be jeopardized.

Long term public support for the resettlement of genuine refugees in the countries of resettlement must not be compromised by use of refugee programs for persons not entitled to the status of refugees.
