Chi Ma Wan Closed Centre
Chi Ma Wan Closed Centre is divided into lower and upper camps, with a combined capacity of 2,520 refugees.
The lower camp was built in 1979 to house refugees in open conditions. Later it was made more secure and converted to hold illegal immigrants from China. It became a refugee centre on 2 July 1982 and has a capacity of 1,800 refugees.
The upper camp was formerly a prison. It became a refugee centre on 24 September 1982 and has a capacity of 1,200 refugees. On the opening of the Hei Ling Chau Closed Centre in September 1983, the upper camp has been reverted back to a prison. It was reopened again on 2 September this year to ease the crowded conditions in Chi Ma Wan Closed Centre (Lower) and provide more space for coaducting educational and skill training programmes which will help enhance the resettlement prospects of the refugees. The current capacity of the upper camp is 720.

One of the nine dormitories is used as a quarantine area for new arrivals. A large shed serves as dining hall, classroom and indoor recreation area. Another shed is used by Government departments, voluntary agencies and consular officials for interviewing refugees. Iwo other huts are being vacated for cottage industries and social activities for the youth.
Other facilities include a sickbay, open recreation area, visit room, barber shop, laundry area, toilet and showering facilities and office accosmolation for the Salvation Army.
The upper camp consists of five two-storey dormitories with built-in toilet and washing facilities. Other facilities include nine classrooms, a teacher's room, carpentry and tailoring workshops, a sickbay, segregation unit, dining hall, kitchen, laundry, library, shower room and visit room.
Staff
A Superintendent is responsible for the overall Cenagement of the cap. He is assisted by two Chief Officers together with a body of about 200 supporting staff.
