The paper was Whitehall-wide Policy Evaluation Exercise (PEE). prepared jointly by SEAD, Mr Wheeler (author of the recent Scrutiny on Output Measurement in the FCO), the Principal Finance.

Mr Wheeler has Officer and the Joint Management Unit (JMU). appended the paper in its present form to his Scrutiny report, but it is clearly not yet ready for final presentation. completed, the paper will be presented for evaluation alongside policies from other Departments, and eventually published.

We did not clear the paper with you or copy addresses before now as we were concerned first to get our earlier drafts cleared for the JMU/PEE angle. The paper in its current form satisfies these requirements and I should now be grateful for your and copy addresses' comments and help with completing the statistical background to the paper. I have attempted to give some indication of where the statistical input to individual points is most likely to be found. A major re-draft would be difficult to arrange, but I should be grateful for comments on the overall shape of the paper, individual points made and the general issue of whether any sensitivities would attach to the publication of the paper in this form. You may have some of the required statistics to hand; on the remainder, I should welcome some contribution to put alongside the responses of copy addresses.
