Perhaps other Diplomatic Wing and ODA departments should have been consulted before this topic was even suggested as a candidate for the PEE. If it is too late to withdraw it I suggest that it should be totally recast in purely humanitarian terms. We could then quite happily publish it. If not, and the authors insist on retaining its present structure, I consider that we must insist that it is not published and the humanitarian angles are adequately reflected and given their proper priority.
