Finally, I must return to my beginning for it was there that I

noted that we have entered the second decade a very poignant

reminder of the Indochinese tragedy. I end by offering the

aspiration that we here today will apply ourselves so that

this second decade will be footnoted in history as the period

that saw our collective mission reach its humane conclusion.
