Mr Chairman, Excellencies, Ladies and Gentlemen,
Looking back at this year, one can surely say it was the least
troublesome in the history of the Khmer displaced people on the
border since 1979. Moreover, very important progress has been
made protection wise: Khmer civilian populations have been
largely assigned to safe zones away from combat areas and the
civilian nature of the sites they are living in has been enhanced
and their security strengthened.
With regard to assistance also, numerous measures have been taken
by the humanitarian organisations and agencies to meet the basic
needs of these populations with improved efficiency and quality,
High tribute must be paid above all to the Royal Thai Government
for its policy allowing this humanitarian protection and assistance
to the displaced populations at the border.
This positive assessment of the situation does not intend to suggest
that all is for the best for the Khmer civilians. Nevertheless,
the goodwill to do the best is there, mechanisms also to implement
it have been set up: the CCSDPT, the Inter-Agency coordination
meetings, the Task Force with the Thai Red Cross and frequent
meetings with the Thai authorities both at local and national
levels. All these mechanisms are safeguards for permanent
coordination, cooperation, exchange and confrontation of views
which definitely bring a steady progress in the achievement of
our common goal; the humanitarian assistance to the victims of
the Kampuchean conflict.
