Mr. Chairman, Excellencies, Distinguished guests,
On behalf of ICM, it is an honor to address this ninth annual conference of
CCSDPT, and to participate in its joint efforts over the past year. In re-
flecting on what has been done, and what is planned for the future, the
strongest theme that comes to mind for our work is that of "co-ordination
and co-operation"; only through teamwork and mutual understanding have we
all been able to reach the high level of service and assistance which has
been provided during the past decade. That theme of co-ordination is ob-
usly at the heart of CCSDPT and has brought us all together today to
further participate in it.
Equally admirable in reflection is noting people have remained flexible to
changing conditions and situations, and yet they still continue to excel in
their responsibilities with limited time, resources, and personnel. It is
remarkable to witness the detail and efforts put into tasks by organizations
and by individuals to help refugees.
Their efforts contribute to make com-
plex systems a little more efficient, a little more easy and a little more
humane for all involved. This theme of selflessness and giving of extra
effort has also contributed towards the results already achieved.
ICM's role in this effort began in April 1975. Through June of 1986, we
have assisted in the medical processing and transportation arrangements for
over 500,000 individuals from Thailand. Each year has seen increasingly
demanding documentation requirements and additional detail to medical screen-
ing, treatment, and follow-up. While group movements have become smaller,
the frequency has increased, which demands closer co-ordination with RTG, agencies, embassies, and airline carriers. As this increased demand for more quality processing has evolved, ICM has needed ever increasing co-opera-
tion with voluntary agencies themselves. This request has been well met, as exampled in the centralization of records in Panat Nikom.
