1986 CCSDPT ANNUAL CONFERENCE
ON INDOCHINESE DISPLACED PERSONS
Statement by Mr. Y.Y. Kim,
Director, United Nations Border Relief Operation and WFP Representative in Thailand
Excellencies, Ladies and Gentlemen :
I am honoured to have the opportunity to address you on the
occasion of the 1986 CCSDPT Annual Conference on Indochinese Displaced
Persons in Thailand. This is the first time I have participated in one
of these Conferences and I look forward to a fruitful exchange of ideas
and information.
The past year since the last CCSDPT Conference has been one
of relative peace and stability along the border With the Khmer
displaced persons' border encampments now being located inside
Thailand, and with a generally more stable security situation
prevailing during the past year, it has been possible for UNBRO and the
cooperating voluntary agencies to improve border programmes in the
fields of medical care,
environmental health and hygiene and
supplementary feeding. This stability has also enabled UNBRO and
the
Khmer administration to improve the quality of primary level education
and adult literacy, as well as other aspects of camp life.

UNBRO is now providing basic humanitarian assistance to some
240,000 displaced Khmer persons. Of this border population,
143,000 are concentrated at the Site II encampment north of Ta Phraya,
representing almost 60 percent of the total.
There has been a certain consolidation of border encampments
during the past year, culminating in the recent transfer of the Nam Yun
