Seriously concerned about 8,700 vietnamese refugees still in Hong Kong.

UK and Hong Kong are accepting more refugees, as are several friends and

allies. Pressing others to do more.

HOW HAVE OTHER COUNTRIES RESPONDED TO UK INITIATIVES?

LINE TO TAKE

Too early to assess overall response, but encouraging that several countries

have agreed to take more refugees from Hong Kong eg the Netherlands (50), Sweden (100), Finland (50), Australia (200), New Zealand (19), Canada (50).

WHAT IS HMG's POSITION ON THE CLOSED CAMPS?

LINE TO TAKE

A temporary measure. No desire to see closed camps in operation any longer

than is absolutely necessary. Would be ready to discontinue policy at once

if circumstances permitted. Factors beyond our control oblige us at present

to maintain the closed camp policy as a deterrent. While flow of refugees

from Vietnam continues, feel that this policy, as sole method of discourage-

ment available, must also continue.

HAS HMG SEEN THE REFUGEE ACTION AND OXFAM (HONG KONG) REPORTS?

Yes. We are studying these Reports with interest.
