Please find enclosed a report on rescue at sea in 1985. includes in annex details of all submissions made under the RASRO scheme during the period 1 May 1985 28 February 1986.
UNHCR feels that, whilst there remains room for improvement, particularly in submission procedures and in the involvement in promotion of rescue at sea by governments of maritime states, the balance of advantages lies clearly in continuing RASRO into a second year. We would be grateful therefore if you could forward this Report to your Government together with our request that its contribution of places to this international effort be renewed. In order to maintain a pool of places adequate for all likely rescue, it will not be necessary for participant countries to repeat the quota given for the period 1985-86. Instead it is proposed to "top up" quotas to original levels. At the end of March 1986, 88 places had been used from the United Kingdom's quota of 150 places. This comes close to the average use of the quota by other countries. We therefore request that your Government makes available 88 places for the RASRO year 1986-87, whilst allowing carry over of places remaining from this year.
