Ex-China Cases in the Philippines
I would like to refer to the useful and interesting discussions undertaken during my 11 March 1986 courtesy call with you. In particular, I would like to refer on one point raised then (point 5 of Talking Points, MNL/3145 dated 6 March 1986 refers) wherein the problem of Vietnamese refugees permanently resettled in the People's Republic of China (PRC) who are now in the Philippines was discussed. Background documentation on this problem has been provided to several officers in the Ministry, notably Ambassador Haney (NCIE), Ambassador Villa (APA), Ambassador Querubin and Attorney Manguiat (OIILS).

The presence of these cases in the Philippines, UNHCR-financed refugee camps, continues to pose serious security and financial problems to all concerned. Their continued presence in this country may also serve to attract additional numbers of such persons out of China to the Philippines. Indeed, We are reliably informed that another 55 such (non-refugee) persons may have recently landed in the north of the Philippines. For those who are already here, some have requested to return to China and are in the PFAC, Palawan. Two of these persons recently tried to escape from the PFAC, Palawan but were apprehended by Philippine authorities just prior to their departure. Another of those who requested return to China has subsequently escaped from the PFAC, gone to the Taiwan Cultural Centre in Manila requesting asylum, was turned over to the PRTC from where he escaped; he is currently at large in Manila. Most of those who have not yet requested to return are in the PRTC here in Manila. Finally, seven (7) ex-China cases escaped in Palawan during their transfer from the PFAC to the PRTC, and are still at large in Palawan.
