Background

BRC is an umbrella organisation bringing together the
British voluntary agencies working with refugees. Both BRC
and some of its members gave written and oral evidence to
SCORRI.
4.
BRC has long opposed the "closed camps" policy
introduced in Hong Kong in 1982, and published a policy
statement "Behind Barbed Wire" in December 1984 which was
updated in May 1985. Lord Ennals led a delegation from the
Asia Committee of BRC which called on Mr Luce in January
1985 to discuss the closed camps.
