LETTER FROM BRITISH REFUGEE COUNCIL REGARDING SCORRI PROGRAMME OF FAMILY REUNIONS FOR INDO-CHINESE REFUGEES FROM HONG KONG

1. I enclose a letter to David Waddington from the British Refugee Council (BRC) which was copied to Mr Eggar who passed it on to MVD for advice. I have spoken to Liz Hebden (Group A, B1 Division, Home Office tel

760 2527) who suggested I pass it to you as you have taken the FCO lead on this.

2. Miss Hebden said that the BRC's claim that they were unaware until recently that the Home Office had been working to a firm quota is nonsense. They have sufficient evidence to bury this claim in their reply.

3. She said that the present agreed quota of 500 refugees will soon be complete and that an extension of this quota will be discussed by 'H' Committee. Submissions are being prepared for Ministers on this point.

I would be grateful if you could liaise with Miss Hebden and offer the advice requested by APS/Mr Eggar (233 3010) as you consider necessary. Could you please keep me informed of any FCO input.
