VIETNAMESE REFUGEES:

"SCORRI" INTAKE

Ms Hebden (Home Office) told me today that Refugee Action (RA) indicated recently that it believes that almost 1000 (including the 295 already resettled) refugees in Hong Kong might qualify for resettlement under the relaxed family reunion criteria announced in the Government's Reply to SCORRI last September. RA also believes that over 300 Vietnamese refugees in other places of first asylum in SE Asia would also qualify. tends to believe these estimates, as RA apparently has been right in the past.

HO officials indicated to RA that it could not regard all these refugees as "identified cases" in the terms of the Government's Reply, and that the voluntary agencies would have to apply formally for the admission

the admission of any beyond the numbers (420 from Hong Kong and 60 from the rest of SE Asia) given in the Reply. Ms Hebden is to refuse further applications once 500 have been resettled (I am not clear whether the 500 refers to Hong Kong alone or to the region as a whole). I reiterated our interest in being closely involved in the consideration of any such application by the agencies.

Unaccompanied minors

Quite separately from the SCORRI intake, Mr Waddington has just agreed to the resettlement in UK of the families (under the "normal", not "relaxed", criteria) of some 30 Vietnamese who came to UK as unaccompanied minors. Ms Brand (Save the Children) is to tour the region in September to establish how many more unaccompanied minors are in the camps (not many in Hong Kong, believe). I am incorporating this into our briefing for the

UNHCR meeting on 13 June.
