Counter Terrorist Cooperation: the brief needs to be more focussed on bilateral aspects and requires a "Line to Take" - I think it could also be considerably shortened. Could SCD redraft, please?

Channel Fixed Link: I think a brief more along the lines of those prepared for recent bilaterals, focussed on the need to allay French concerns, would be more appropriate. Could MAED redraft, please?

Civil Servant Exchanges: MPO are providing a redraft on the ENA long course and an overall line to take. T will liaise further with Training D once these are received.

UK/France Electricity Link: Could ESSD please provide a short self-contained brief based on Paragraph 6 of D/Energy's general note? I would have thought this was a point we could usefully raise.

Defence Relations General: MOD have asked if Defence D can provide input on nuclear/arms control consultation. International Radio Regulation: It would be helpful if the "positive" points mentioned by Dr Marshall in his minute to Mr Andrews could be built in to the brief to balance the essentially "negative" point to make. Could ESSD redraft, please?

The following additional subjects might also be raised by one side or the other. I would be grateful if departments would provide briefing as indicated, consulting others where necessary:

Franco-British Research Foundation

No-passport Excursions

Permanent Residence

Franco-British Council

Rating of Cultural Premises

Compensation for Meat Consignments

ESSD

NTD Protocol D

5. Briefs (and redrafts) should be in final on white, incorporating Points to Make and Essential Background. They should not be numbered and should be headed as this minute. Could I have four copies, please, by 12.00 on Wednesday 7 May. I apologise for the short notice.
