Though we have seen a lot of activity from the Germans, and Genscher in particular, on prospects for the CSCE process, this topic is being covered in a separate meeting of close allies on 3 March. I doubt if Sir J Bullard should raise this without being aware of the results of that meeting; but it may be that there are points arising from the 3 March meeting would be worth pushing with Genscher. we promise in the telegram to Bonn that we will phone or telegraph such points, if any, on Tuesday morning.

This might be passed down in the context of a question about recent German/Italian consultations and any implications for our own bilateral summit with the Italians. Grateful for a short draft passage for the telegramme (you will have seen a copy of Sir J Bullard's record of his conversation with Teltschick on 21 February.)

Mr Munro minuted on the possibility of the Secretary of State raising Vietnamese refugees in Hong Kong with Genscher at their informal meeting. I suggest we insert the following passage in the telegramme. "We shall be recommending that the Secretary of State raise Vietnamese refugees in Hong Kong with Genscher at their next informal bilateral. The German line is likely to shift only as a result of a political gesture on Genscher's orders. Discussion of substance would therefore be best left for the Secretary of State and Genscher, but you may see advantage in indicating to Genscher the Secretary of State's interest in the question.
