As you will already have seen from our telegram of today's date, there was a faint glimmer of hope at the Quai when I called to take action on FCO telno 75 to Bonn. Although we cannot expect any real developments within the next month I think it might be useful for me to try to see Warren over lunch to explain our concerns in more detail. But I should like to be a little more

up to date on the problem. Would it be possible for you to please send me a copy of the Scorri report and the government's White Paper of 26 September in response? Any other recent UK or Hong Kong briefing papers which you may have to hand would also be helpful. More specifically could you let me know:
(a) the numbers of Vietnamese refugees admitted to the UK and in the Hong Kong centres;
(b)
what training, if any, is currently provided in the Hong Kong centres?
(c)
what is HMG's position on the Orderly Departure Programme from Vietnam?

I am sorry to bother you with these requests but it seems worth making an effort with this new interlocutor (as it will be in due course with members of the new Foreign Minister's cabinet after 16 March).
