In my letter of 14 January 1986 I undertook to check on the piece of paper provided by Robert Cooper.

In conjunction with the UNHCR here we have prepared the enclosed table showing those refugees who have close relatives in the six Nordic countries used by Cooper. Unfortunately, neither we nor the UNHCR here have records showing the family links of refugees in other asylum countries in the region.

The two sets of figures do not agree, but I appreciate that there could be a number of reasons for this. It does illustrate, however, the danger of comparing sets of figures like these for different places. I doubt whether it would be useful to attempt to reconcile the differences.
