I understand that the FCO will shortly be addressing the Home Office raising the issue that any further slippage of UK intake of VR could jeopardize HMG's diplomatic efforts to persuade other countries to take more from Hong Kong.

The Home Office, with limited resources, could not pursue the programme independently and has to rely on the voluntary agencies. I have obtained agreement with almost everyone except the Home Office regarding the suggestions you made in telno 173. This was due to the fact that some of the staff dealing with the subject was away and koy McDowall who was due to chair the January meeting was away on sick leave until recently.

Anyway, I hope to come back to you in a week or on this and in the meantime you would be glad to learn that it is most likely that the target for March could be attained.
