The Embassy approached the Auswaertiges Amt again in February, to urge the Germans to accept more refugees in the light of Hong Kong's decision to absorb 250

to absorb 250 in Hong Kong. The Germans responded in March that, apart from the one-off intake referred to at para

6, they were only prepared to accept refugees within their agreed criteria (close relatives in FRG, ship rescue cases).

10. A gesture from the Germans would be very helpful to Hong Kong: it might persuade other

EC members also to do more. It would help if the Secretary of State could press Herr Genscher on this issue.
