of the "closed camps" policy. Lord Chitnis (Chairman of BRC' s
Refugee Action) is visiting Hong Kong from 13-22 February, and there
is a regular flow of correspondence with Parliamentarians.

Mr Best
appears to be seeking information on what might
happen in the ev en t that some Vietnamese refugees remained in Hong
Kong in 1997. We expect that all will have been resettled by then;
even i f s ome remained, their status should not be affected
adversely, given the provisions in the Joint Declaration to maintain
Hong Kong's current legal and social systems and China's treatment of Vietnamese refugees to date.
