Hong Kong has agreed to establish the centre despite the fact that by doing SO it will inevitably have to accommodate more refugees than at present.
On the basis of Hong Kong's recent initiatives we have instructed Our missions in the main resettlement countries (USA, Canada and Australia), Japan, and western European countries, to press again the case for additional resettlement from Hong Kong's refugee camps. We have also asked our permanent mission to the UN in Geneva to brief UNHCR on these latest developments.
We believe that Hong Kong's decisions give UNHCR also an excellent opportunity to press Hong Kong's case with the resettlement countries once more. This would be helpful in the case of all the countries HMG are now approaching, but particularly so in the case of those countries which have indicated that they would look to UNHCR for guidance on the sort of
response that they
might give to Hong Kong's current refugee situation such as Norway, Denmark, Sweden and the Netherlands.
