If I could turn these figures into targets, I think that it would be possible to combine the two open centres into one manageable open centre in mid-1986 if:-

(a)

the average monthly resettlement from the two open centres continues at about 100;

(b)

about 60% of those resettled are from Kai Tak; and

(c)

ethnic Chinese from Kai Tak comprise about 80% of the resettlement from that centre.

Therefore, if we are to combine the two open centres into one, the Hong Kong Government would seek the help of the resettlement countries in continuing to accept for resettlement open centre refugees. Failure to meet the targets get out above will mean that both open centres will have to be retained.

I would be grateful if you would circulate this letter to the resettlement countries.
