8. Japan Rather disappointingly, the Japanese representatives
in Geneva claimed to be surprised at the seriousness of Hong Kong's
refugee problem. However, it is more than likely that they are
being disingenuous, The Japanese explained that they were
conducting a review of the refugee problem in the region.
They
gave top priority to refugees from Thailand and second priority
to liong Kong. They thought that this would be unlikely to change,
but promised to continue to help Hong Kong. Comment the additional
5000 resettlement places which Japan announced for mid-1985 must be
taken seriously. Japan has taken 211 refugees and a mission visited
Hong Kong in December 1985.
9. France - The French representative in Paris made it clear that
France had other commitments in this region and Hong Kong should
not (not) expect a quota. llowever, he agreed to consider family
reunion cases and this has been followed up by a request from the
Consul General here. A list of 56 refugees with close relatives
in France has been handed over.

10. Germany
Bonn firmly refused to respond to HMG's initiative.

11. Belgium The representatives of the Belgian Ministry of
Foreign Affairs in Brussels were quite clear that a quota for
