23. However, the attitude of the refugees towards vocational training is again not always encouraging. Initial enthusiasm is not sustained and even some expensive training courses, such as metal working, have had to be abandoned. In order to sustain the refugees' interest, it is envisaged that a balance will have to be drawn between those types of vocational training which would best prepare refugees for resettlement, and training which is based primarily on cortage industries, orientated toward the manufacture of articles which can be sold and the proceeds given to the refugees.

24. At the Hei Ling Chau centre a purpose-built vocational training centre is nearing completion, and will come into operation towards the end of the year. World Relief will be responsible for organising training programmes there. They will devise these in consultation with the UNHCR, who have agreed to meet part of the running costs. World Relief propose to employ outside staff with previous experience in vocational training to supervise activities in the centre.

25. Resettlement countries are reluctant to make a commitment regarding the future settlement of refugees with particular vocational qualifications. However, the Hong Kong Government has information that some 50 of the first graduates of a vocational programme in a closed centre in Malaysia were accepted for resettlement by Australia. This has helped to ensure the success of these courses. It is hoped to attempt to develop a similar anagement in Hong Kong.

FAMILY REUNION APPLICATIONS

Recommendation 4

A considerable degree of Ministerial discretion should be retained in the granting of family reunion applications.

CONFRONTING THE PROBLEM

Recommendation 5

(i) Britain's willingness to relax its family reunion criteria for Vietnamece in camps in countries of temporary asylum should be used as a bargaining counter to attract offers of additional resettlement places from other countries.

(ii). The aim of such negotiations should he to reduce drastically the size of Hong Kong's Vietnamese refugee population and to resettle all those whose stay in camps has been prolonged.

27. As indicated in the response to the Committed's first recommendation, HMG accept that the family reunion criteria should be relaxed for Vietnamese in camps in countries of temporary asylum. This further commitment can clearly be used as an argument to persuade other countries to make offers of additional resettlement places. HMG do not underestimate the difficulties of achieving such an outcome, since these countries do not owe us anything in this
