c) A number of governments in Europe responded favourably to the appeal concerning resettlement needs of Iranian refugees which was launched by the High Commissioner in May 1984. However, the response in many cases came late, and did not prevent an increasing practice of irregular movements, which developed in an alarming way. Such movements are partly caused by an insufficient number of resettlement offers, but also by the lengthy decision-making procedures by government authorities. In many instances positive decisions to admit a refugee were made after the refugee, tired of waiting. had left Turkey in an irregular way.
