The proposed "CWGC Ordinance" might make some provision with regard to tenure under which the Deeds of Appropriation could be converted to leases.

With regard to war graves in local cemeteries in Hong Kong, it was felt that these would be as safe as any other burials in those sites and that outside of more positive provision which might be included in a war graves agreement, little more could be done. beyond a provision in a "CWGC Ordinance" for prior notice of any proposal to interfere with or disturb these war gravea.
