In practial terms, therefore, I think that the best advice we can give to the War Graves Commission is to pursue their discussions on possible legislation and an agreement with the Hong Kong authorities. We should also warn them that we will need to take up these issues in any discussions with the Chinese over transitional provisions in order expressly to safeguard their position after 1997.
